Legal Obstacles Inhibit Author and Creator from Achieving the 2030 Vision Initiatives: Based on Empirical Study
Abstract
The Kingdom of Saudi Arabia established its 2030 Vision which aims to promote health, education, prosperity, and economic growth. One of the vision initiatives is promoting innovation as the Kingdom aims to be one of the worlds’ top innovation hubs by 2030. It invested billions of dollars to achieve this goal. However, there are some obstacles and challenges that the Kingdom has been encountering which inhibit and hinder innovation and innovators from development. The Ministry of Education and the Research, development, and Innovation Authority established two separate projects to examine and determine these obstacles and come up with recommendations. Both projects revealed various challenges and obstacles that cover various matters, such as legal, infrastructure, financial, cultural, organizational, and procedural. The paper focuses on and examines the legal obstacles based on both projects and offers resolutions. The paper found that there are two main challenges related to promoting research and innovation: difficulties in obtaining data and ambiguity of laws that govern the innovation ecosystem.
