A Study of the Sustainable Framework for Global Co-operation in Cancer Research

Abstract

This paper is an endeavor to create a uniform regulatory and liability regime in governance of personal genetic information to conquer cancer.

The threat to life posed by cancer, reflects existing complex global inequalities to access scientific study in prevention, treatment and cure of the disease. Further, lack of precautionary measures to protect personal unique genetic information that are no longer within one’s own body, and absence of uniform governance have predominantly affected global health. It led to unfair and inequitable distribution of benefits from transnational research. Therefore, this study proposes a policy framework through the prism of collective rights-based approach to answer the dilemma of public health equity under stewardship of state.

It is argued that establishmentof a singular public repository of cancer information under supervision of sovereign state shall avoid harm to genetic data privacy and public health database.

Primarily, the study essays an empirical reality of a developing nation as opposed to the nations in answering common health issues in conquering cancer. In the process, it reaffirms human dignity of all individuals in creating ownership over personal genetic information by examining property law doctrines, and establishing a meta-consent mechanism. Advertently, it is proposed that propertization of genetic information will aid in development of propriety technology by stakeholders, and uniform regulation of a metadata base from collective state practices and international obligations forming instant customs. These international customs shall fast enhance cancer research through regulatory framework of public-private partnership, and renewed interest for consumer access across globe.

Thus, strategic model of this paperaims to propose a global framework for information sharing in order to obtain sustainability goals by allowing the global south a say in the governance of global public health and equitable access to cancer research.
