Abstract

Public healthcare is of very important and forefront issue but understudied. This introduction summaries the importance of this issue as well as legal framework on different aspects before providing an outline of the papers. It pushes traditional healthcare analysis to focus on the issue of identification and measurement of public health in a multidimensional legal framework. Health systems consist of all the people and actions whose primary purpose is to improve health. They may be integrated and centrally directed, but often they are not. The way health systems are designed, managed and financed affects people's lives and livelihoods. The paper also assesses the influence of selected policy interventions on public health and welfare using a variety of new techniques.
